In September 2010, the US FWS issued a report, Rising to the Urgent Challenge: Strategic Plan for Responding to Accelerating Climate Change, outlining their strategic plan for addressing climate change. The plan has three major goals – adaptation, mitigation and engagement (stressing partnerships with states and NGOs). As a result, FWS announced that they will form 21 landscape conservation cooperatives to develop a better knowledge base about local impacts of climate change through partnerships with other government agencies and nongovernmental organizations.
